Special Board Meeting
Monday, August 5, 2024 @ 2: PM via Zoom

A special Board meeting of the Little River County Board of Commissioners was held on Monday, August 5, 2024 @ 2:00 PM to approve LRCHA negotiating and entering into a Master Development Plan Agreement with Good Housing Partnership for RAD Repositioning.

Members present: Chairperson Barbara Brown, Commissioner Amanda Johnson, Commissioner Mike Cranford.

Absent: Commissioner Terry Smith & Commissioner Anthony Nelson


The meeting was called to order by Chairperson Barbara Brown.

Denise Riley addressed the Board with the results of the RFQ's that were solicited on March 25, 2024. There were two (2) respondents to the RFQ proposal.

An evaluation committee was established to score the respondents on experience, qualifications, development capacity, business terms, PHA collaboration and quality ofreferences. After scores were submitted from the evaluation committee and after an interview with Good Housing Partnership team on Monday, July 29, 2024, LRCHA determined that Good Housing Partnership has the most advantageous qualifications and experience.

A motion was made by Commissioner Amanda Johnson to enter into a Master Development Plan agreement with Good Housing Partnership for the purpose of RAD/Section 18 blend repositioning. Seconded by Commissioner Mike Cranford. All were in favor. Motion carried.

Having no more business, meeting was adjourned.

RESOLUTION NO. 2024-19

RESOLUTION AUTHORIZING LITTLE RIVER COUNTY HOUSING AUTHORITY TO NEGOTIATE AND ENTER INTO A MASTER DEVELOPMENT AGREEMENT WITH THE GOOD HOUSING PARTNERSHIP FOR THE PURPOSE OF ASSISTING THE HOUSING AUTHORITY THROUGH THE REPOSITIONING OF THEIR PUBLIC HOUSING PORTFOLIO

Whereas, the Little River County Housing Authority ("LRCHA") desires to reposition their public housing portfolio in order to improve the physical and financial conditions of LRCHA's properties; and

Whereas, the LRCHA issued a Request for Qualifications ("RFQ") on March 25, 2024, requesting qualified organizations to submit a proposal to aid LRCHA through the process of repositioning, rehabilitating, and/or redeveloping the housing authority's public housing properties; and

Whereas, the Good Housing Partnership ("GHP") submitted a response to the RFQ, dated May 14, 2024;and

Whereas, after review of GHP's qualifications, and after virtual consultation with the GHP development team, LRCHA determined that GHP has the most advantageous qualifications and experience sought by LRCHA, and maintains a track record of successfully aiding public housing authorities through the repositioning and redevelopment of their public housing properties; and

Whereas, LRCHA desires to begin negotiations to enter into a Master Development Agreement ("MDA") with GHP for the repositioning of LRCHA's public housing properties; and

Whereas, the Executive Director will have the authority to engage legal counsel to draft the MDA, review and approve of any MDA documents; and

Whereas, the Executive Director will have the authority to take all necessary actions to execute the MDA documents; and

NOW THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the Little River County Housing Authority, that the Executive Director is hereby authorized to negotiate a Master Development Agreement with the Good Housing Partnership, and to sign all necessary documents and take all necessary actions to execute the Master Development Agreement documents and any and all related documents; and

BE IT FURTHER RESOLVED THAT the Little River County Housing Authority hereby authorizes the Executive Director to do all things necessary and proper to carry out the intent of this resolution.
