Little River County Housing Authority Quarterly Board Meeting 
Thursday, June 20, 2024 @ 2:00 PM
The meeting of the Board of Commissioners of Little River County Housing Authority was held on Thursday, June 20, 2024 @ 2:00 PM via Zoom.

Members present: Chairperson Barbara Brown, Commissioner Terry Smith, Commissioner Mike Cranford, Commissioner Amanda Johnson and Secretary Denise Riley.
Members absent: Commissioner Anthony Nelson


ITEM I) Meeting was called to order by Secretary Denise Riley. Commissioner Brown was on the call but was unable to unmute her tablet.

ITEM III) Roll call by Secretary Denise Riley

ITEM IV) Resolution #2024-12: Approval of Meeting Agenda: Meeting agenda was mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Amanda Johnson to approve the meeting agenda. Seconded by Commissioner Mike Cranford. All were in favor. Motion carried.

ITEM V) Resolution #2024-13: Approval of Previous Minutes: Previous Minutes were mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Amanda Johnson to accept the previous minutes. Seconded by Commissioner Terry Smith. All were in favor. Motion carried.

ITEM VI) Resolution #2024-14: Approval to write-off non-working equipment & appliances. A list of non-working equipment & appliances was mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Mike Cranford. Seconded by Commissioner Amanda Johnson. All were in favor. Motion carried.

ITEM VII) Resolution #2024-15: Approval to write-off delinquent rents & other resident charges. A list of delinquent rents & other resident charges was mailed to all Board members for review prior to the meeting. Commissioner Mike Cranford asked if there was any recourse for those who leave our agency owing us money. Denise Riley explained that after these amounts are written off, they are sent to the State of Arkansas in November of every year and the State of Arkansas collects amounts owed from any state taxes received and sends back to the HA. A motion was made by Commissioner Mike Cranford for approval to write-off delinquent rents & other resident charges. Seconded by Commissioner Amanda Johnson. All were in favor. Motion carried.

ITEM VIII) Resolution #2024-16: Approval to write-off uncleared checks over 120 days old: A list of uncleared checks over 120 days old was mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Amada Johnson for approval to write-off uncleared checks that are 120 days or older. Seconded by Commissioner Terry Smith. All were in favor. Motion carried.

ITEM IX) Resolution #2024-17: Approval of 2024 Utility Allowance Schedule for HCV Program. A copy of the proposed utility allowance schedule for the HCV program was mailed to all Board members for review prior to the meeting. Denise Riley explained to board members that every year HUD requires housing authorities to review their utility allowances and if there's a 10% increase or decrease then the allowances have to be revised. LRCHA uses The Nelrod Company of Ft. Worth, TX to update utility allowances for the HCV program. Updated UA's for the HCV program will go into effect on September 1, 2024. A motion was made by Commissioner Mike Cranford to approve the Utility Allowance schedule for the HCV program. Seconded by Commissioner Amanda Johnson. All were in favor. Motion carried.

ITEM X) Resolution # 2024-18: Approve RAD Legal Services: Denise Riley reported to Board members that Reno & Cavanaugh PLLC were the successful respondents of the RFP process for Legal services for LRCHA's RAD conversion. A motion was made by Commissioner Amanda Johnson to approve Reno & Cavanaugh PLLC as RAD Legal services for LRCHA. Seconded by Commissioner Terry Smith. All were in favor. Motion carried.

Financial Reports: Bank statements, HAP register and check register for the month of May 2024 were mailed to all Board members for review prior to the meeting. Commissioner Mike Cranford asked about a $45,000.00 payment on the bank statement. Denise Riley explained to him that it was the cost of the office building renovation. Commissioner Cranford suggested automating anomaly detection with notes for clarity.

Management reports: Vacancy report and HAP usage report were mailed to all Board members for review prior to the meeting. Denise Riley was happy to report that the vacancy rate for LRCHA are at 99% for the month of June. She also informed the Board that the HCV program will potentially go into shortfall again because of Portability.

ITEM XI) New Business:

  1. RAD Conversion update: LRCHA received two proposals for RAD Co-Developer. The Evaluation committee has been established for RAD Co-Developer. Members are: Audriana Rodriguez, Antonio Williams w/Village Communities of Texarkana, Cal Davis w/New Boston Housing Authority & Mary Crutchfield, former ED of LRCHA. Committee had their 1st meeting earlier today. In attendance was Dominion Due Diligence Consultants.
  2. New Maintenance Staff: LRCHA hired 3 new Maintenance personnel through Express Employment Service. Maintenance staff is working well together. Workorders are caught up and warehouses have been restocked and reorganized.

Having no more business meeting, a motion was made by Commissioner Amanda Johnson to adjourn. Seconded by Chairperson Barbara Brown. All were in favor. Meeting was adjourned.
