BOARD MEETING
Thursday, September 12, 2024 @ 2:00 PM
The meeting of the Board of Commissioners of Little River County Housing Authority was held on Thursday, September 12, 2024 @2:00 pm via Zoom.
Members present: Chairperson Barbara Brown, Commissioner Terry Smith, Commissioner Mike Cranford, Commissioner Anthony Nelson and Secretary Denise Riley.
Members absent: Commissioner Amanda Johnson
ITEM I) Meeting was called to order by Chairperson Barbara Brown
ITEM II) Invocation by Commissioner Mike Cranford
ITEM III) Roll call by Secretary Denise Riley
ITEM IV) Term extension/or Commissioner Terry Smith: Commissioner Smith's term expires September 30, 2024. The board agreed to extend the term of Commissioner Terry Smith. New term begins October 1, 2024, thru September 30, 2029.
ITEM V) Election of Officers: All members were emailed election ballots. Two (2) ballots have not been returned. Secretary Riley asked that remaining ballots be returned before September 30, 2024.
RESOLUTIONS FOR APPROVAL AND/OR ADOPTIONS
ITEM VI) Resolution #2024-18: Approval of Meeting Agenda: Meeting agenda was mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Terry Smith to approve the meeting agenda. Seconded by Commissioner Mike Cranford. All were in favor. Motion carried.
ITEM VII) Resolution #2024-19: Approval of Previous Minutes: Previous Minutes were mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Terry Smith to accept the previous minutes. Seconded by Commissioner Mike Cranford. All were in favor. Motion carried.
ITEM VIII) Resolution #2024-20: Approval to revise Pet Policy. A copy of the revised Pet Policy was mailed to all Board members for review prior to the meeting. Denise Riley explained the changes to the pet policy, including the addition of a list of common household pets. There will also be a requirement for a color photo and identifying description of the pet, pet deposit is increased from $100 to $200 due to damage caused by pets. Deposit has not increased in over 20 years. Other changes include the addition of alternative caretakers, a larger aquarium size, and a higher weight limit for pets .. Commissioner Mike Cranford asked about the penalty for violating the pet policy, and Denise Riley explained the process of working with residents before terminating their lease. A motion was made by Commissioner Mike Cranford. Seconded by Commissioner Barbara Brown. All were in favor. Motion carried.
EXECUTIVE DIRECTOR REPORTS
Financial Reports: Bank statements, HAP register and check register for the month of August 2024 were mailed to all Board members for review prior to the meeting. Denise Riley discussed the $320,677.62 retirement fund from Lafayette Life, which was transfe1Ted to the new retirement fund, Housing Authority Trust Funds.
Management reports: Vacancy report and HAP usage report were mailed to all Board members for review prior to the meeting. The vacancy report and HCV voucher status report were discussed with updates on leased units and voucher holders. Denise informed the Board that the HCV program was no longer at risk of going into shortfall.
ITEM IX) New Business:
- RAD Conversion update: Denise Riley provides an update on the RAD conversion progress, mentioning meetings with developers and the gathering of documents. Denise expressed excitement for the design phase of the RAD conversion with confidence in the development team.
- Denise Riley mentioned the virtual commissioners training hosted by Southwest NAHRO with details on registration and participation.
Having no more business meeting, a motion was made by Commissioner Anthony Nelson to adjourn. Seconded by Commissioner Mike Cranford. All were in favor. The meeting was adjourned.
